美國ITC任命兩名新行政法官Pender與Shaw

2011年10月17日，美國國際貿易委員會(ITC)發布新聞稿，美國國際貿易委員會（USITC）主席Deanna Tanner Okun任命兩位新行政法官(ALJ) Thomas Bernard Pender 與 David P. Shaw，自2011年10月24日起生效。將主管訴訟業務：主持證據聽證會、進行初步確定、調查不公平進口貿易等涉及專利、商標和版權侵權訴訟。

行政法官Thomas Bernard Pender：
經歷：

任命行政法官Judge Charles E. Bullock為首席行政法官
2011年10月20日，美國國際貿易委員會主席Deanna Tanner Okun任命法官Judge Charles E. Bullock為首席行政法官(the Chief Administrative Law Judge)，提供行政指導審理337調查案件。Bullock曾擔任行政法官Paul J. Luckern的首席助理，Luckern在2011年8月退休。

首席行政法官Bullock將繼續主持337條款調查，主管進口貿易不公平訴訟案件審理，主持證據聽證會，並進行初步確定，所涉及專利和商標侵權的指控。

從1996年加入美國ITC同時也是美國環境保護署（EPA）行政法官。2002年5月正式成為美國國際貿易委員會行政法官（ALJ）。在EPA之前，他曾擔任了24年的聯邦能源管制委員會（FERC），其後面12年擔任行政法官，處理複雜的電力和天然氣管道稅務案件聆訊和撰寫初步決定。在FERC之前，他是一個審判律師，任職於某機構總法律顧問的助理之職。

Bullock於1968年畢業於Bucknell University，獲得政治學文學學士學位畢業。1971年6月取得喬治華盛頓大學法學院(George Washington University Law School) 博士學位。他是哥倫比亞特區律師協會的會員。(702字)
